I think the tracker is used to this effect with success.

Doing something is a good way to vote.  For example, on #2504, a number
of people added “+1” comments, but when I tried to move the patch
forward and asked for tests and reviews, nobody replied.  Votes without
commitment take time away from developers and don’t help with the work.

On the other hand, it is useful to get the feel of the community to know
what bugs or features are really desired by our users.  If someone tried
to create and maintain a roadmap, I’d be interested in the results.
