Historically, the distros have done a less than stellar job here, too.
They change the deployment model to such an extent that the core Zope
developers can't support the users of the distro-packaged Zopes (this is
a common complaint among *lot* of upstream projects, not just Zope:  try
getting support for a distro-packaged kernel on lkml, for instance).
