For volunteering with infrastructure stuff, you can just speak up on
the proper mailing list: either pydotorg or tracker-discuss (the
former is a catch-all while the latter is specifically the issue
tracker). And for people who are PSF members there is an
infrastructure committee that I chair which handles the big-picture
issues (e.g. choosing the issue tracker, server purchases, etc.).
