That /should/ be fairly easy to do I think.  There's a script that  
Martin runs to give new people svn write access.  At Pycon I hacked  
that to basically write out the ~bzr/.ssh/authorized_keys file.  We'd  
have to set up a ~hg user and then hack the script once more.  I don't  
have time to do that right now unfortunately, but maybe one of the  
pydotorg'ers could give it a shot.
