Jira had a way of automatically assigning certain categories to  
certain people.  I think the term was project leader or some such.   
Of course, this didn't mean that someone else couldn't fix the bug or  
that the bug couldn't be reassigned to someone else, but at least it  
initially gives all issues to the person nominally responsible for it.
