[Python-Dev] pydoc - put it in the core

Yes, wow!

Now, if we could somehow get this to show both the docs that Fred
maintains and the stuff that Ping extracts from the source code, that
would be even better!  (I think that Ping's stuff should also run on
the python.org site, by the way.)
