Um... why is it incumbent upon "us" (for whatever definition of "us" you
want to apply :-) to find/fund the work for the Japanese codecs? Why isn't
this up to the people who want/need it?

Yes, being proactive is a very nice thing to do, but I don't see that we
must be, in this case.
