In a Red Hat installation, they don't install the HTML docs at all.
But then, you don't want to know what I think of Red Hat (demonstrating
Python on Red Hat systems usually requires me to resort to slight-of-hand
tricks every now and then)

In a Debian installation, they live in /usr/doc/python/...
(In short, have it a compiled in default. Whoever packages it will decide)
