How about reviving the announcement mailing list first --
messages posted to that list result in an error return
mail and don't show up anywhere.

If that works, I'd suggest adding support for forwarding
the messages to the moderated list via the hack that
was described last time we discussed this. I think
Barry is already working on this one, right ;-) ?
