[python-committers] Update PEP-373: Release schedule for Python 2.7

<https://www.python.org/dev/peps/pep-0373/> doesn't have the release
date of 2.7.13 (already done) neither the scheduled date for 2.7.14.

I could Pull Request the first, but I don't know about the second...
