[issue38180] Test pyexpat fails on Fedora 30

I'm unable to reproduce the issue on Fedora 31. We now have multiple Fedora buildbots (Stable and Rawhide flavors): test_pyexpat pass on all of them.

Maybe you didn't use "./configure --with-system-expat".

Reopen the issue if you can still reproduce it.
