[issue38694] docs.python.org does not switch version properly

That is working as designed because a particular release version of the Python docset contains the What's New documents of previous versions.  So when you use the version switcher to move from 3.8 to 3.9, you are now looking at the 3.8 What's New in the 3.9 docset.  To see the 3.9 What's New, you can then click on the Table of Contents in the left-hand tab and click on the 3.9 What's New.
