[issue24875] pyvenv doesn´t install PIP inside a new venv with --system-site-package

Hi Mark Haase,

I've gone through both of your patches and they both work for me as they should. I'm not sure why the first one isn't working for you, since it works for me. That one seems like it's solving the problem the "right" way. In any case, the second patch works for me as well so if that works for you, then at least we can confirm that it works for both your version of OSX and debian 8 which I'm running.

To any other higher powers: is Mark's second patch acceptable?
