[issue27099] IDLE: turn built-in extensions into regular modules

Configdialog does not import EditorWindow and should not need to with the change.  It should also not import the separate modules.  I outlined how I plan to update the current extension values in #22707, msg300973.

PR3239 for #31051 prepares GenPage for the transferred options.  msg300973 specifies which goes where on the page.
