Maybe some are, but certainly not all of them. There are sometimes cross-dependencies that require you to go to the same source for libraries (e.g. scipy and numpy need to be compatible), and if they've rebuilt Python itself then PyPI wheels may not work, but none of the major distros block or inhibit pip at all to my knowledge.
