[issue22645] Unable to install Python 3.4.2 amd64 on Windows 8.1 Update 1

It turns out that Windows Installer failed to remove the Python 3.4.1 installer entry from the registry when I uninstalled that version previously. Deleting the entry fixed the install.

Basically, Windows borked it.
