[issue16595] Add resource.prlimit

The buildbot is Linux-2.6.35-vs2.3.0.36.32-gentoo-i686-Intel-R-_Core-TM-2_CPU_6600_ at _2.40GHz-with-gentoo-2.1 but prlimit() requires 2.6.36+. I didn't expect to see a combination of glibc with prlimit() and Kernel without prlimit(). According to man prlimit it's not suppose to fail with ENOSYS, too.
