FYI, as of cc7ebd952777 the bulk of the implementation in features/pep-451 is working.

There is a failing test on the Windows Server 2003 buildbot (which I'm trying to track down).  I haven't been able to reproduce the failure on other buildbots, on my local Ubuntu 12.10 workstation, or on my local Windows laptop.
