[issue18460] .chm documentation files advertised in download.html but not there.

The files are built and included with the Windows installer. Perhaps they can be installed without installing anything else. In any case, unless they are (again?) made available as a separate download, 

"HTML Help (.chm) files are made available in the "Windows" section on the Python download page."

should be changed to something like

"Compiled HTML Help (.chm) files  are included with the Windows MSI Installer on the Python download page."
