[issue16466] register command forgets password if no config file is created

New submission from anatoly techtonik:

Given:

1. there is no .pypirc
2. users enters credentials to register command
3. user refuses to create .pypirc

Outcome:

password is not being stored and subsequent (upload) command doesn't get it.

Attached is the test case.
