Here is a patch, which adds a descriptor to classmethod and staticmethod.
Pseudocode:

__get__(self, inst, owner):
    if getattr(inst.callable, '__isabstractmethod__', False):
        return True
    return False

__set__(self, inst, value):
    inst.callable.__isabstractmethod__ = bool(value)
