let me be clear.

this bug is a continuation of work to port python to mingw,
with a specific BUT NOT UNIQUE focus of ensuring that python
can be compiled under wine.

THE ATTACHED PATCH CAN ALSO BE USED TO COMPILE PYTHON UNDER WIN32.
