I am now able to reproduce it, thanks to Mads help

for the record, on a fresh Fedora 10, you need to do:

$ yum groupinstall "Development Tools"
$ yum install rpmdevtools

Then the problem will occur like described.

Moving to the next stage : fixing Distutils for that problem
