[issue1415] py3k: pythonw.exe fails to run

New submission from Christian Heimes:

pythonw.exe fails to run with a runtime error. python.exe works as
expected. While the bug itself isn't serious it should either be fixed
or pythonw.exe be omitted from the next alpha release.
