Summary: test suite should pass with -Qnew ?

Initial Comment:
Even though we're not going to change the default for
-Q in Python 2.x, I feel that the testsuite and the
stdlib should demonstrate best practices, and pass with
-Qnew, at least. The following fail under 2.5-HEAD:

    test_builtin test_coercion test_decimal test_doctest
