Summary: pydoc fails on package in ZIP archive

Initial Comment:
I have Foo/__init__.py and Foo/bar.py in a ZIP archive,
test.zip, which is in the PYTHONPATH.

pydoc works on Foo.bar, but fails on package Foo.
