Summary: OSATerminology is broken

Initial Comment:
the terminologyID is actually not supposed to come from the 
current dialect.  Since Apple doesn't really support non-
English dialects anymore anyway (as far as I can tell), I'm 
just going to keep it as zero.

Here's a patch (that just comments that stuff out, so it can 
be further tested).
