Summary: os.altsep is None under Windows

Initial Comment:
With both 2.3a2 and 2.22, os.altsep is None under 
Windows.  This does not match the documentation, 
which states (in part): 'This is set to "/" on Windows 
systems where sep is a backslash.'  (Perhaps this is a 
documentation bug.)
