Initial Comment:
Current Release 2.3b,1 May 28, 2003 of the Python 
documentation for the csv module lists the 
QUOTE_ALWAYS constant. The 2.3b1 release of the 
module seems to be using the QUOTE_ALL constant. 
Needs to be syncronized one way or another.
