Summary: logging missing from Python 2.3a1 for Windows

Initial Comment:
The release notes for Python 2.3a1 claim that the
"logging" package should be available in Python 2.3a1,
but the Windows self-installing EXE claims otherwise. 
At least, Python23/Lib/logging doesn't exist after
installation (in contrast to the tarball).
