Summary: time.struct_time undocumented

Initial Comment:
The time module has a mystery name <wink> called
"struct_time" which is undocumented.  It is used in a
couple of places such as imaplib.py, test_structseq.py
and test_strptime.py.  It should be documented.

It should also be renamed to be something like TimeStructType.
