I've heard people complain that anonymous can't upload
files.

Testing if that's true.

No, you can only add files to your own report. Not sure what
the rationale is, perhaps spam protection? as anybody can
attach comments.
To see how SF is working, just look at any other project
(e.g. /projects/strace); the UI for attaching files is
simply not there.

But can a logged in person without admin privs add files to
an existing report that's not their own (anonymous or not)?

I can't test this because I have admin privs here. :-)

Anonymous certainly cannot add files to an existing 
(anonymous) report. So if you miss the chance when 
creating the report, you cannot add files later. This 
doesn't sound like a bug, though.

Hm. It works fine. People must not understand the upload
checkbox.
