Summary: [UNIX] #define NDEBUG for release build

Initial Comment:
In the Windows release build of Python, assert()s are 
disabled because we #define NDEBUG on the cmdline at 
compile-time.

Non-Windows builds don't appear to do this, but should 
(see Python-Dev for more).
