Summary: os.spawnlp not supported under Windows

Initial Comment:
os.spawnlp and os.spawnlpe are not supported under 
Windows, but the documentation (6.1.5 -- Process 
Management) fails to mention this.

Fixed in Doc/lib/libos.tex revision 1.74.
