Pygments 2.3.1 released

I'm happy to announce the release of Pygments 2.3.1.
Pygments is a generic syntax highlighter written in Python.

This is a maintenance release with over a dozen improvements to various
lexers, as well as Python 3.7 compatibility fixes. Please have a
