Developer's Guide pages on www.python.org

A new section, the Python Developer's Guide, has been added at
http://www.python.org/dev/ to explain how to help with Python's
development.  

The pages also link to various developer-related resources such as the
Developer FAQ, the index of PEPs, daily snapshots of the CVS tree, and
other useful things.  If you've been wondering "how can I contribute
to Python?", I hope these pages can help get you started.
