ViewCVS 0.9 released

ViewCVS 0.9 has been released. For more information, see:

This release has two major feature enhancements:
    
  * completed the conversion to using templates for all pages
  * added internationalization capabilities and dynamic language selection
    based on the Accept-Language request header
	  
The usual assortment of bug fixes and UI tweaks are included, of course.
