[Python-3000] PEP 3118 struct changes

Unfortunately, I've had no time to do this and don't see getting time to 
do this in the near future. End of July, first of August I will have a 
bit of time.   It's not necessarily a problem as the PEP defines a 
standard for communication which it would be nice for the struct module 
support but not immediately essential.
