[pytest-dev] pytest-parallel submission

Hi.
I would like to submit the pytest-parallel [1] project to the github
pytest-dev group. The current maintainer does not have time to spend on
the project anymore, and this has been evoked [2] as a solution for the
community to take over the maintenance.

As required by the documentation:
- the package is named "pytest-parallel" on pypi [3]
- it has a tox configuration [4]
- it has a README [5]
- it is under MIT LICENSE [6]
- it has an issue tracker [7]
- it does not have a changelog yet though, it is blocking?

So now we need two approvals :)
