[pytest-dev] Documentation translations

Hi Kentaro (i hope i'm addressing you correct there)

a while back we had a traditional translation attempt to translate the
documentation (also to Japanese)
using a copy of the text files

however that turned out impossible to keep in sync nicely

for the next attempt there is probably need for some gettext based
infrastructure (so we can track the translations and doc changes in a
manageable way)
sphinx also has some gettext based tooling to work in turn

however the whole infrastructure needs a basic setup for keeping in sync
and managing translations nicely
as far as i know nobody of the core team managed to get into that topic,
so there indeed is no documentation/detail write-ups

it is important to get some kind of automation in that area so we can
actively track how good the translations are

if you are very motivated, you can try to set it up and i can also
volunteer some time to help the infrastructure setup
i believe the main reason nobody did set it up is, that we currently don't
have any active translators at all
