[pypy-issue] [issue1441] version of sqlite3.dll (and others)

The nightly builder pick whatever version of sqlite3.dll (and others) that was
installed locally, and package that.  Someone reported in the blog's comments
that it happens to be a very old version.  We need a better way to control that.
