[pydotorg-www] Hi, I would like to edit the LoggingPackage wiki

I followed the instructions on wiki.python.org front age, created my
account  (HedyLi) and followed the instructions to contact this email.

What I'd like to change:
In the 'Config files are a little bit hard to comprehend' section, there is
a grammar error:
> So the answer is *True*, but can't not be changed, because of *backward
compatibility*. -- techtonik

I would like to change it to '...but cannot be changed...' so it is
grammatically correct.

Hope what I'm doing is correct, looking forward to your reply and being
added to editors group! 🤗
