I've gotten close, but it needs some final tweaking from someone more  
familiar with the project (and hopefully with a faster computer so  
Pyramid doesn't take 15 minutes to run).  Over the break I got all  
the prerequisites installed on my laptop (took a while over a modem)  
and have something that's worth reviewing.

Included in this are:
  * Generates and copies /dev/summary/channews.rdf (from a separate  
yml file which will need to be edited with each update, see data/dev/ 
summary/rdf/summarydata.yml)
  * runserver.py: Modified SimpleHTTPServer to use instead of  
instantwebserver that will properly redirect for directories missing  
the trailing slash

NOT included:
  * Server build script change
  * Fix for the <link />http://www.python.org/ business and pubDate
