[pycon-za] Recording talks at PyConZA

Hi Wendy

Is recording talks currently in our AV budget for PyConZA? I suspect
it isn't [1] so I'll do some poking around the tech community to see
if there's anyone who can help us record talks.

[1] because the AV spending was one of the things heavily slashed to
bring us down to a budget. :)
