Summary: backticks will not be used at all

Initial Comment:
In python 3, backticks will not mean repr.

Every few months, someone suggests a new meaning for them.

This clarifies that they won't be reused at all.

Committed as rev. 53359. Had to fix the markup a bit.

Can anyone tell me how to include a lone backtick in a ReST `` `` block?
