Initial Comment:
As pointed out in http://groups.google.com/group/comp.lang.python/browse_frm/thread/c62220ff0f4cb30a
many people read PEP 263 as having stricter requirements -- matching the format shown in the "defining the encoding" example.

Make it clear that the regex is the only requirement, with additional examples and a slight wording change.
