Summary: add option to NOT use ~/.netrc in nntplib.NNTP()

Initial Comment:
[forwarded from http://bugs.debian.org/215446]

It should be possible to circumvent the use of ~/.netrc
when calling the nntplib.NNTP() method by adding an
addtional parameter.
