Summary: One word change for lib/libgettext.tex

Initial Comment:
While reading the gettext module docs, I noticed the
following sentence:
"In most coding situations, strings are translated were
they are coded."
                                                      
             ^^^^
The patch below changes "were" to "when".  I know it's
minor, but hey, anything to help.  =)

I think the word was supposed to be where (not were).
I changed it to that and checked in as:  libgettext.tex 1.12.
The wording still seems a bit awkward.
