Summary: Cygwin (ntsec mode) install patch

Initial Comment:
This one line patch installs libpython2.1.dll with the execute priviledge set
which is required for Cygwin Python to startup correctly when in ntsec mode.
Comments in the Makefile seem to indicate that Cygwin operating in this
mode is not the only system with this requirement.
