It's done.  At least the back half, the autoconf/autoheader machinery to
test for termios, is now in place.

I don't really grok how edline fits into the build, so I haven't tried
to write the front half -- but the magic you wanted is there, you can
check the value of ac_cv_header_termios_h to see if termios is present.
